Following are roles and responsibilities of foreign observers as clearly outlined in GECOM document titled “PROTOCOL PERTAINING TO THE ROLE AND FUNCTIONS OF FOREIGN OBSERVER GROUPS.” It is clear that many observers are now acting outside of their
identified scope of duties and responsibilities. This breech will only serve
to highlight divisions in Guyana and foment unnecessary conflicts. We urge all observers to maintain their professionalism and to work to unify, not divide Guyanese. We will have to find a way to live with each other long after the observers are gone. Following are identified roles.
